Qin Yaochen, male, Han Nationality, without party affiliation, was born in Xi 'an, Shaanxi province in September 1959. He graduated from Henan University majoring in Geography in January 1982 and has been teaching there since then. He is currently a second-class professor and doctoral supervisor. In 2018, he was approved as the leader of the “Team of Geography Teachers” in universities nationwide, and in 2017, he was selected as the National “Ten Thousand Teacher Plan” Teacher. In 2016, he was awarded the Special government allowance of the State Council, and in 2017, he was awarded the title of “National Outstanding Geographic Scientist”. In 2007, he was awarded the honorary title of “National Model Teacher” by the Ministry of Personnel and the Ministry of Education. In 2012, he was designated as the geography expert of “National Training Program” by the Ministry of Education. In 2006, he was named as the “Excellent Expert of Henan Province” by the Henan Provincial Party Committee and the Henan Provincial government; and in 1996, he was designated as the cross-century academic technology leader of Henan Province by the Henan Provincial Department of Human Resources and Social Security.
Professor Qin is currently the dean of the School of Environment and Planning, Henan University, director of the Key Laboratory of Digital Geography Technology in the Middle and Lower Reaches of the Yellow River ministry of Education, and director of the National Experimental Teaching Demonstration Center for Environment and Planning. At the same time, he who is a researcher at the Chinese Academy of Science and Technology Policy Simulation Research Center, Ministry of Education of High School Geography Teaching Guidance Committee, deputy director of the China Director of the Institute of Geography, Yellow River Branch and Geographic Model, deputy director of the Professional Committee of Natural Resources Information System ,Chinese Society of Natural Resources, deputy director of the professional committee of Henan province, chairman of the Geographical society, Henan province CPPCC member, etc.
Professor Qin has long been engaged in the teaching and research of regional sustainable development theory, model and information system. He has presided over and completed 12 projects, including the National Science foundation Special Project, the national Major Scientific Research Program (973) project, the National Natural Science Foundation of China, and the National Development and Reform Commission project. He organized and implemented the construction of the scientific data sharing platform for the Yellow River Basin and the integration and application of key technologies, established the Earth System Scientific Data sharing Backup Center, proposed to integrate climate change data with characteristic humanistic and economic data, and developed a policy simulation platform for the regional system of human-earth relations and the agricultural adaptability model. Professor Qin developed the theoretical and method system of China's regional system simulation, made cutting-edge achievements in the simulation mechanism and method of low-carbon development, completed the design and research and development of the planning and simulation system of “Zhengbian Industrial Belt”, and promoted the "integration and innovation of regional model and information system discipline". He won the second prize of National Teaching Achievement in 2005 and the first prize of Science and Technology Progress of Henan Province in 2014. In addition, he has published 12 books and 280 academic papers.
